Highland Immigration Custody Transfers
The Immigration Detention System is an agency pathway, not a jail building in Highland County. Research found no dedicated ICE detention center in the county and no current Highland County ICE detention contract. ICE Enforcement and Removal Operations, commonly called ERO, manages immigration detention operations. Use that federal system only when a Highland jail, court, or other reliable record supports an immigration hold or transfer.
A person can disappear from the Highland County Jail roster because the sheriff transferred custody to another authority. That subtraction shows only that the person is no longer listed in the local jail. It does not show that the person entered the community. If the sheriff record states an ICE hold, immigration detainer, or transfer destination, the federal locator and ERO become the next channels.
The same rule applies in reverse. A person who no longer appears in ICE's public system may have been released, removed, transferred, or may fall outside the locator's public window or matching rules. No single absence supplies the full answer.
Search Highland ICE Custody Records
The official ICE Online Detainee Locator System, or ODLS, is the public starting point after an immigration transfer is supported. It offers two person-specific search paths. One uses the nine-digit alien registration number, called the A-number, plus country of birth. Leading zeros must be added when an A-number has fewer than nine digits. The other uses exact biographical details.
- Confirm the person's full name, date of birth, country of birth, and A-number if known from a reliable record.
- Search ODLS with the nine-digit A-number and country of birth, or use the exact biographical search.
- Review the detention location and contact details returned by the matching record. Do not treat a similar name as a match.
- If the person left Highland County Jail, compare the ICE result with the sheriff's release or transfer field.
- If no result appears, check spelling and number format, then contact the ICE information line rather than declaring release.
Official ICE material says ODLS includes people in current ICE custody and releases within the last 60 days. That public window matters. An older released record may age out, and ODLS does not search minors. Recent processing, exact-name differences, transfer timing, and system limits can also cause a miss.

Terms must be stated with care. “Transferred to ICE” means the local custodian handed the person to federal immigration authority. “Released by ICE” means departure from ICE custody, subject to the exact agency record and any remaining authority. A court dismissal in Highland does not prevent another valid hold from controlling physical custody.

Research found no official online release-record form, dedicated request email, or guaranteed turnaround.
Ohio public-record law generally reaches existing records. It does not require the sheriff to create a new explanation of the ICE process. If part of the record is withheld or redacted, ask for the legal authority. Once the local record supports transfer, use ICE for the next custody stage.

Highland Jail Names and Transfers
The sheriff calls its facility the Highland County Justice Center. The regional current-custody provider labels the same local channel Highland County Jail. Those names do not describe two separate county facilities. This local naming detail matters when a transfer record and the ICE locator are compared.
The Highland County Sheriff's Corrections Division links to the regional roster, which is titled for people currently in custody. Its provider information updates on a 30-minute cadence and person details require a human CAPTCHA. A fast disappearance may be observed, but the roster has no release archive, ICE field, or published post-release retention period on its landing page.
Use the county roster to test current local custody only. Use the sheriff record for the local exit and ODLS for a supported immigration branch. This sequence prevents the Justice Center and Jail labels from being mistaken for two stops and prevents roster absence from being mislabeled as freedom.
Separate Highland Federal Custody Paths
ICE detention is not BOP incarceration. The Bureau of Prisons locator applies to federally sentenced prisoners. The U.S. Marshals Service generally controls federal pretrial custody and may use contract beds. Neither route should be used merely because a person left the Highland County jail. The local or federal court record must support that branch.
A BOP result reading “Released” or “Not in BOP Custody” concerns BOP custody. It does not rule out ICE, state, local, or supervision status. Likewise, an ICE locator miss says nothing by itself about BOP. For a federal criminal transfer, use the federal docket, counsel, or responsible USMS district contact.
